Our Alternate Solution
We think that the government could have made slave owners meet certain requirements so the slaves would be in better living conditions and wouldn't want to run away.
In Egypt, the slaves didnt really mind being held captive because the working and living conditions weren't as bad as it could have been. In fact, some Egyptians sold themselves into slaves so they could have some money to pay off debts and escape poverty.
The Egyptians treating the slaves nicer shows how our alternate solution could work. The runaway slave percentage will go downand the slaves would be more productive knowing that they're being more cared for.
We expect that with the slaves' better treatment, the slaves would most likely be happier with their owner and will find no need to run away. After all, why would you run away if you were cared for and had no where else to go?
We believe that some long term solutions could be that the slaves and their owners may start to gain more of a relationship. They could be friendlier and may start getting payed or set free from their hard work. Since they wont be running away, and they wont be upset, the Fugitive Slave Act (which required people in the north to return runaway slaves) would have never been passed. Slavery may have lasted longer too if the slaves werent upset and everyone didn't really mind what was going on.
