When Holden says this, he gets angry at the woman for asking his age, as he is trying to act as an adult to get the privileges of an adult.
When Holden is talking about his bad lying habit, it seems that he is remorseful about it, meaning that Holden is demonstrating that he is maturing due to the fact that he feels remorse.
