What makes a Story Scary?
You have to make the setting of the story as creepy and as scary as your story its self. The atmosphere is very important because it sets the mood for the whole story. Remember that the darker your setting and mood are ,the darker your story will be.
An opening in the trees now cheered him with the hopes that the church bridge was at hand. He saw the whitewashed walls of the church dimly glaring under the trees beyond. He recollected the place where Brom Bones's ghostly competitor had disappeared. "If I can but reach that bridge," thought Ichabod, "I am safe." Just then he heard the black steed panting and blowing close behind him; he even fancied that he felt his hot breath.

To make a story scary you want to use all five senses. If you can't include all of them, try for one or two. For example, in The Tell Tale Heart by Edgar Allan Poe, It was a low, dull, quick sound --much such a sound as a watch makes when enveloped in cotton.
To make a story scary you want to have suspense. You want to make the reader wait and wonder want is coming next. You want the reader to be scared,but not to scared that they stop reading. You also want the reader to infer, meaning you dont just want to tell the reader something scary is about to happen.

For example, This line is from The Raven, by Edgar Allan Poe, Deep into that darkness peering, long I stood there wondering, fearing, Doubting, dreaming dreams no mortal ever dared to dream before; But the silence was unbroken, and the darkness gave no token, And the only word there spoken was the whispered word, `Lenore!' This I whispered, and an echo murmured back the word, `Lenore!' Merely this and nothing more.

Vocabulary plays a big role in making a story scary. You want to make sure you use words that compliment the setting, atmoshpere and mood. The words that you use should add to the story. Some good words to use are: sinister, eerie, terrifying, frightening,etc.
This is always a good technique to use. The reader will know something usually key to the resolution of the story, but the character in the story does not.

In most cases a way to add romance is to save a damsel in destress.
I think that creepy,scary,goory children are super scary. for example, there sitting on the bnch next to the tall oak tree sat a little girl, but not the usual little girl with her hair in two pig talis eating a lollipop little girl, this one was covered in blood, her clothes were riped and she was covered in bruises.
Another element that makes a story scary is music. Although you cant use music in a book you can use it in a movie. Music is a major contibutor to suspense. Music helps set the mood and atmoshpere in a film. Some example of scary movies and there theme songs are, Friday the 13th, Halloween 2, Jaws, and The Exorcist.
